Developers John Carney and Robert Rains have reached a tentative agreement with the owners of the Colonial and Euclid arcades downtown to redevelop the properties in a $28 million project.
The developers who’ve played a key role in the renovation of Cleveland’s Warehouse District are ready to take on a project that has eluded three other developers who have tried to breathe new life into the old arcades. They plan to embark on that effort with the Marcus family, which controls the properties through Colonial Arcade Co.
